Uganda's Anti-Homosexuality Bill (often called the "Kill the Gays bill" in the media) is a legislative proposal that would broaden the criminalisation of same-sex relations by dividing homosexual behavior into two categories: "aggravated homosexuality", in which an offender would receive the death penalty, or "the offense of homosexuality" in which an offender would receive life imprisonment. "Aggravated homosexuality" is defined to include homosexual acts committed by a person who is HIV-positive, is a parent or authority figure, or who administers intoxicating substances, homosexual acts committed on minors or people with disabilities, and repeat offenders. "The offense of homosexuality" is defined to include same-sex sexual acts, involvement in a same-sex marriage, or an attempt to commit aggravated homosexuality. It further includes provisions for Ugandans who engage in same-sex relations outside of Uganda, asserting that they may be extradited for punishment back to Uganda, and includes penalties for individuals, companies, media organisations, or non-governmental organisations that know of gay people or support LGBT rights.

Uganda ( /juːˈɡændə/ yew-GAN-də or /juːˈɡɑːndə/ yew-GAHN-də), officially the Republic of Uganda, is a landlocked country in East Africa. Uganda is bordered on the east by Kenya, on the north by South Sudan, on the west by the Democratic Republic of the Congo, on the southwest by Rwanda, and on the south by Tanzania. The southern part of the country includes a substantial portion of Lake Victoria, which is also shared by Kenya and Tanzania.

Uganda takes its name from the Buganda kingdom, which encompasses a large portion of the south of the country including the capital Kampala.

The people of Uganda were hunter-gatherers until 1,700 to 2,300 years ago, when Bantu-speaking populations migrated to the southern parts of the country. Uganda gained independence from Britain on 9 October 1962.

The official languages are English and Swahili, although multiple other languages are spoken in the country.

Yoweri Kaguta Museveni ( pronunciation (help·info); born c. 1944) is a Ugandan politician who has been President of Uganda since 26 January 1986.

Museveni was involved in the war that deposed Idi Amin Dada, ending his rule in 1979, and in the rebellion that subsequently led to the demise of the Milton Obote regime in 1985. With the notable exception of northern areas, Museveni has brought relative stability and economic growth to a country that has endured decades of government mismanagement, rebel activity and civil war. His tenure has also witnessed one of the most effective national responses to HIV/AIDS in Africa.

In the mid-to-late 1990s, Museveni was lauded by the West as part of a new generation of African leaders. His presidency has been marred, however, by invading and occupying Congo during the Second Congo War (the war in the Democratic Republic of Congo which has resulted in an estimated 5.4 million deaths since 1998) and other conflicts in the Great Lakes region. Recent developments, including the abolition of presidential term limits before the 2006 elections and the harassment of democratic opposition, have attracted concern from domestic commentators and the international community.
